The Lahat Regency Inspectorate, as part of the Government Internal Supervisory Apparatus (Aparat Pengawasan Intern Pemerintah/APIP), plays a strategic role in ensuring the fulfillment of the Monitoring, Controlling, Surveillance for Prevention (MCSP) indicators. However, the low MCSP performance of Lahat Regency in 2025 was partly attributed to the absence of standardized Standard Operating Procedures (SOPs) for fulfilling MCSP documentation requirements. This condition resulted in document collection, verification, and reporting processes that were not yet systematic, consistent, or measurable. This study aims to analyze the implementation of an SOP for MCSP Document Fulfillment as an effort to strengthen the oversight system and corruption prevention within the Lahat Regency Government. This study employed a qualitative approach using a case study method through several stages, including consultation, SOP development and finalization, socialization to Regional Apparatus Organizations (Organisasi Perangkat Daerah/OPD), monitoring of document fulfillment, and evaluation. Data were analyzed descriptively and qualitatively by comparing processes before and after SOP implementation and identifying the challenges encountered and solutions applied. The results indicate that the implementation of the SOP established a clearer, more structured, consistent, and accountable workflow for fulfilling MCSP documentation requirements. Socialization and technical assistance also improved OPD understanding of MCSP indicators and documentation requirements, while monitoring and evaluation processes became more systematic. Furthermore, the implementation of the ASN BerAKHLAK core values increased from 64 instances during the planning stage to 70 instances during implementation. The findings demonstrate that the MCSP Document Fulfillment SOP can serve as an instrument for strengthening internal control and improving the effectiveness of APIP oversight in supporting corruption prevention. Further implementation through digitalization and quantitative evaluation is needed to measure the long-term impact of the SOP on improving MCSP performance.</em></p> Yuslainiwati Yuslainiwati, Suhaila Suhaila, M. However, the management of ASN digital records through the Document Management System (DMS) of the National Civil Service Agency (BKN) at the Regional Personnel and Human Resources Development Agency (BKPSDM) of Musi Rawas Regency still faces the problem of incomplete documentation. This study aims to optimize the fulfillment of ASN digital information through records inventory and mapping, the development of a Standard Operating Procedure (SOP) and technical guidelines, facilitation of document collection and uploading, as well as monitoring and evaluation. This study employed a qualitative approach using a case study method focusing on an actualization project at BKPSDM Musi Rawas Regency. Data were collected through observation, documentation, ASN digital record completeness data, document recapitulation, and satisfaction questionnaires. The results showed that, among 40 ASN personnel, only 3 had a DMS completeness score of 100%, 4 had scores above 75%, while 33 had scores below 75%. Through the OPTIMUS-DMS program, SOPs and technical guidelines were developed, followed by socialization, document fulfillment, scanning, uploading, verification, monitoring, and evaluation. The results indicated improvements in digital record completeness, ASN understanding, and the orderliness and efficiency of document management processes. Technical obstacles, including DMS BKN server disruptions and unstable internet connectivity, were overcome through coordination and adaptability. These problems are not only related to technical aspects of the environment, but also require community participation and collaborative governance. This study aims to map the development of research on community participation in waste management and identify the development of themes, state contributions, and the relationship between the concept of participation and governance in the perspective of public administration. The research uses a descriptive qualitative approach with a bibliometric analysis method. Data were obtained from the Scopus database through a combination of keywords related to public participation, community engagement, waste management, governance, and public administration. The data was analyzed descriptively and interpretively with the help of VOSviewer to map the relationship between keywords and the development of the research theme. The results of the study show that there were 708 documents in the period 1987-2026, with a significant increase in publications, especially after 2020 and achieving the highest growth in 2023-2026. The field of Environmental Science (25.6%) and Social Sciences (24.7%) are the most dominant fields. China, India, Indonesia, the United States, and the United Kingdom are among the countries with the main contributions. The development of the study shows a shift from focusing on public behavior and acceptance towards community engagement, governance, collaborative governance, and co-production. Digitalization is not only an aspect that supports services but also a driver for promoting the village's potential. Service satisfaction in the community is measured not only by effectiveness but also by the value of efficiency; efficiency encompasses not only ease of access but also speed and timeliness in providing services. Pamotan Village is one of the villages seeking to implement digital services. However, in its implementation, the performance of Pamotan Village employees is still not able to provide fast and responsive services, so many people still have to come to the Village Hall to address various community needs. Of course, this not only takes a long time but also requires extra energy because it has to wait until the required letter is signed. This research aims to examine the digital service process as a means of implementing digital transformation in Pamotan Village. This study employs qualitative research methods, using primary and secondary data collection. Meanwhile, the subject of this study is the Pamotan Village government. The research is motivated by the rising incidence of traffic violations and the growing demand for a law enforcement system that is more transparent, efficient, and technology-driven. A descriptive qualitative approach is applied, with data gathered through interviews, observations, and documentation. The participants include traffic police personnel and members of the public who have been subject to electronic ticketing. The data were analyzed through stages of reduction, display, and conclusion drawing. The findings reveal that the implementation of the ETLE policy has not yet reached an optimal level. This is largely influenced by infrastructural constraints, including the uneven placement of surveillance cameras, limited public outreach, and relatively low compliance among road users. Furthermore, administrative challenges, such as discrepancies in vehicle registration data, also hinder enforcement effectiveness. In summary, the execution of ETLE in Palembang City still needs improvement, particularly in terms of resources, communication, and bureaucratic arrangements. This issue is compounded by regional disparities, weak cross-sectoral coordination, and suboptimal integration of data and performance evaluation. This study aims to analyze the implementation and optimization of strategic human resource management (SHRM) in supporting the effectiveness of national development planning in Indonesia. A qualitative approach utilizing the library research method was employed. Data were gathered through a review of regulations, government documents, academic books, scientific journals, and relevant prior studies, followed by descriptive analysis involving data reduction, data presentation, and conclusion drawing. The findings indicate that SHRM plays a crucial role in strengthening development planning through five key pillars: strategy-based HR planning, talent and competence management, the implementation of a merit system, the digitalization of HR governance, and transformational leadership combined with a performance-oriented culture. Implementing these pillars contributes to enhancing the quality of the civil service workforce, bureaucratic efficiency, data-driven decision-making, and national competitiveness. However, its effectiveness remains challenged by disparities in HR quality, inter-agency coordination issues, and data integration hurdles. The central issue is the gap between BUMDes's production capacity of roughly 13 tonnes of unhusked rice per season and annual demand of 4,000 households, reaching 1,604 tonnes. This gap is treated not as proof of failure but as a baseline for measuring BUMDes's incremental contribution, positioning it as one supporting pillar rather than a stand-alone unit expected to close the gap. The study examines program implementation, village government involvement, and supporting and inhibiting factors, using a qualitative approach with interviews, field observation, and document analysis, triangulated against BUMDes accountability reports and harvest records. The framework integrates Edwards III's implementation theory (communication, resources, disposition, bureaucratic structure) with FAO's food security pillars (availability, access, utilization, stability), treating communication and disposition as upstream variables shaping availability and access, and resources and structure as downstream variables constraining utilization and stability. Findings show disposition and communication performing well, while resources and structure face constraints, particularly irrigation infrastructure and regulatory barriers. The study is motivated by the strategic role MSMEs play in strengthening the local economy, creating jobs, reducing inequality, and enhancing public welfare. However, pressures from the free market and digital transformation, alongside limited access to finance, low managerial capacity, and a digital literacy gap, pose challenges to realizing inclusive and sustainable empowerment policies. In this context, the state faces a dilemma between acting as a facilitator of market mechanisms and serving as a protector of the people's economic interests. The research employs an SLR methodology, identifying, selecting, evaluating, and synthesizing literature obtained from Google Scholar, DOAJ, and official local government portals covering the 2015–2025 period. Inclusion criteria encompass publications addressing public policy, MSME empowerment, political economy, governance, social protection, and policy implementation in Cirebon City or West Java. The findings indicate, first, a paradigm shift in policy from a bureaucratic-driven approach toward collaborative governance, although aspects of protection, asset strengthening, and access to economic resources for MSME actors remain limited. Second, the implementation of welfare state principles in Cirebon City tends to reflect "residual welfare"—where state intervention is primarily triggered by crises or economic vulnerability—rather than "institutional welfare," which guarantees continuous protection. Third, disparities in access and digital literacy threaten to widen the gap among MSME actors. These conditions challenge leadership models associated with New Public Management (NPM), which tend to emphasize efficiency, performance, and managerial control. Public Value Governance (PVG) provides a broader orientation by foregrounding democratic values, legitimacy, collaboration, and collective problem solving. Nevertheless, public value scholarship has developed more extensively around governance and strategic management than around leadership as the mechanism connecting legitimacy, organizational capacity, and value creation. This article develops the concept of Public Value Leadership (PVL) as a reorientation of public leaders from administrators and resource controllers toward creators, brokers, and stewards of public value. The study employs a critical narrative literature review of foundational and recent scholarship on public value, PVG, public sector leadership, distributed leadership, transversal leadership, and cross-sector collaboration. The thematic synthesis identifies three core dimensions of PVL: legitimacy and authorization, operational capacity and organizing, and shared value creation through co-creation. PVL additionally requires boundary-spanning capability, management of value tensions, and mobilization of actors across organizational jurisdictions.
